But access isn't.

01 / THE PROBLEM

The hardest moment is when every normal payment channel breaks.

People may have money in a bank or wallet, but an emergency creates a different problem: access, authentication, connectivity and trust.

01

No phone

Dead battery, lost phone or no device to open the banking app.

02

No internet

Mobile banking and app-based payment journeys become unavailable.

03

No cash or card

ATM, cash and conventional card acceptance are unavailable at the point of need.

04

Third-party emergency

A hospital, pharmacy, ambulance, mechanic or trusted provider needs payment now.

Core insightResQPay solves the access & authorization problem — then uses regulated rails to move the money.
02 / THE JOURNEY

A payment journey designed for the moment normal access fails.

01!

Emergency

Customer needs urgent help.

02

Request

Approved provider creates a request.

03

Verify

Identity, limits and provider are checked.

04

Authorize

Risk engine decides if it can proceed.

05

Pay

Regulated partner executes payment.

06

Reconcile

Transaction is logged and settled.

Design principleReceiver requests → ResQPay decides → regulated partner executes.
03 / PLATFORM

One emergency layer.
Many ways to reach it.

ResQPay does not need to recreate Pakistan's payment rails. It orchestrates the access, authorization and emergency-provider experience above regulated infrastructure.

04 / EMERGENCY ACCESS PROFILE

Turn “emergency access” into a controlled authorization product.

Before an emergency happens, the customer defines what ResQPay may help authorize and under which conditions.

05 / BENEvolent EMERGENCY FUND

A community-funded safety net for genuine emergencies.

ResQPay can enable members to contribute small amounts into a separately governed emergency assistance pool. When an eligible emergency is verified, assistance can be routed directly to an approved provider.

Important: the assistance fund is not presented as insurance. Any insurance/takaful protection is a separate licensed-partner layer.
06 / CARDLESS BIOMETRIC ACCEPTANCE

Replace the swipe dependency with a purpose-built emergency terminal.

Proposed ResQPay Emergency Biometric Terminal (EBT) gives approved emergency providers a cardless acceptance option for customers who cannot use their phone or card.

Why it matters

A biometric terminal can become the physical acceptance layer for hospitals, pharmacies, rescue points, roadside providers and other high-urgency locations — without requiring a conventional card swipe.

Regulatory principleBiometric identity verification is not, by itself, payment authorization. The regulated bank/EMI/payment institution remains responsible for authorization and settlement.
07 / EMERGENCY PROVIDER NETWORK

Build the network people need when time matters.

Hospitals & clinics

Emergency treatment, diagnostics and deposits.

Pharmacies

Urgent medication and prescription fulfilment.

Ambulance & rescue

Emergency transport and response.

Fuel & roadside

Fuel, towing, repair and roadside support.

Transport

Emergency rides and intercity transport.

Hotels & shelters

Emergency accommodation and safe stays.

The network effect: more providers → more access → more transactions → better emergency intelligence → stronger institutional value.
08 / POSITIONING

Not another wallet. Not another offline bank.

ResQPay sits one layer above payment rails and focuses on emergency authorization, trusted providers and cross-provider orchestration.

09 / BUSINESS MODEL

Recurring value on top of high-value emergency transactions.

The base case deliberately avoids depending on transaction fees alone. Membership and institutional/API revenue become the margin engine as the network scales.

10 / ROADMAP

Build the infrastructure in controlled stages.

STAGE 01

Partner-led fintech

Emergency authorization, payment orchestration, provider network and no customer-fund custody.

MVP → Pilot
STAGE 02

Emergency assistance

Benevolent fund with compliant governance, enterprise APIs and insurance/takaful partner distribution.

Scale → Institutional
STAGE 03

Physical acceptance

Deploy biometric emergency terminals across high-urgency provider categories.

Network → National
STAGE 04

Regulated expansion

Evaluate EMI/PSP participation and other regulated structures only when scale and economics justify them.

Optional → Strategic

12 / TRUST BY DESIGN

Regulation is part of the product architecture.

ResQPay is designed as a partner-led fintech: customer funds remain with regulated institutions; identity verification uses authorized services; insurance/takaful remains with licensed providers.
